Gayl Branum Carr
President

The Honorable Gayl Branum Carr serves in the Commonwealth of Virginia’s 19th Judicial District. She has been an esteemed member of the Fairfax Juvenile and Domestic Relations District Court since 1994, and she was elected as chief judge in 2004. In 2023, she was inducted into the Virginia Lawyers Hall of Fame. Prior awards include Judge of the Year, the Ebone Image Award, the Law Service Award: Inspiring the Youth of Fairfax County and induction as an Honorary Member, Chi Chapter, Phi Alpha Honor Society, George Mason University.

Immediate Past President

Judge David B. Katz was appointed to the Superior Court of New Jersey in 2008 and is the Presiding Judge in the Family Division in the Essex Vicinage.  He chairs the Conference of Presiding Family Judges in New Jersey and in that capacity is a member of the Judicial Council.

Judge Robert R. Hofmann began his career of public service for the state of Texas in 1996. He was recognized by Education Reach for Texans for his work to improve educational outcomes for children in foster care and received the Texas CASA Judicial Leadership Award in 2018.

Judge Kathleen Quigley was appointed to the Pima County Juvenile Court Bench as a Hearing Officer and Judge Pro Tem in 2003. Kathleen has volunteered to serve on many community, professional, and court-related committees since 1987.

Treasurer

Judge Heath is a Superior Court Judge in the Augusta Judicial Circuit. She was the first African American woman to be elected as a Superior Court Judge in the Augusta Circuit’s history, and is currently the only African American Superior Court Judge.
