Pennsylvania is increasingly being recognized as a leader in the national effort to understand and address minority over-representation in the juvenile justice system. This issue of Pennsylvania Progress describes the work that was being done across the state, and gives a sense of what still needs to be done to realize Pennsylvania’s vision of a truly “fair and unbiased” juvenile justice system.
