This article focuses on juvenile detention and its alternatives in Philadelphia. Largely as a result of a federal class-action lawsuit about overcrowding in the city’s only secure juvenile detention center, city leaders moved to reform the juvenile detention plan, building on the partnership between the Family Court and the Department of Human Services. Philadelphia’s many in-home juvenile supervision alternatives to detention are described, including the Pre-Hearing Intensive Supervision program and the Detention Diversion Advocacy Program.
