USA TODAY, Critics Push to End Child Shackling in Courts

In most states, juveniles are routinely shackled for all court appearances, regardless of age or alleged offense. Juvenile justice advocates including the National Council of Juvenile and Family Court Judges (NCJFCJ), are advocating for judges to be able to make individual decisions on whether to shackle juveniles.

NCJFCJ released a statement that only juveniles considered to be a high risk for violence or escape should be chained. Other advocates are calling for different protocol.
