This report provides the results of a technical assistance assignment conducted by the National Center for Juvenile Justice for the 5th Judicial Circuit of Missouri’s Juvenile Division. The scope of the project was to assess the continuum of services, interventions, and programs for juvenile court-involved youth and provide recommendations to facilitate enhancements. During the site visit, the authors interviewed key staff and program providers, reviewed juvenile court processes and programs, and conducted a workshop with all participants. The five recommendations made are consistent with best practices of a model juvenile court, and involve 1) an effective agency mission; 2) staff excellence; 3) clear policies and procedures; 4) appropriate and effective programs; and 5) measurable outcomes.
